Chief Samuels

Retired Deputy Chief of Police, Ruperto Samuels, was inspired to teach the next generation by his father, who was an educator.  Mr. Samuels has over 27 years of law enforcement experience, spanning multiple departments including Officer Training, Juvenile Crimes, Domestic Violence and other specialized training. He is bilingual and has a unique teaching style that not only trains students on the basics, but ask them to demonstrate those skills by using real life scenarios.

With Mr. Samuels commitment to quality education, he started ARS Training Institute, Inc. to offer students a higher level of training using a current curriculum and consistent transfer of knowledge. He delivers his best instruction to every student and expects the best out of every student.
